Job: Department Human Resources Manager

The City of Tucson is currently looking for a Department Human Resources Manager for the Tucson Water Department. Responsible for managing the Personnel Section within the Director's Office, this position represents the department in matters related to human resources to include directing human resources programs, and providing guidance to management and employees in the areas of employment, training, and industrial injury/illness. This position will have six direct reports in the functional areas of Employee Services, Training, and Safety/Security. Examples of essential duties may include:

  • Manages a Personnel Section responsible for coordination of personnel, safety and training for over 570 employees within the Water Department

  • Provides assistance to employees and management regarding personnel policies and procedures, and participates in the recruitment and hiring of employees

  • Researches personnel issues and applicable laws, rules or regulations, interviews personnel, and reviews or prepares documentation for personnel actions. Updates Operation Manuals, Water Department Rules and Regulations

  • Establishes departmental personnel policies and procedures. Develops and implements training and educational classes for supervisors and employees

  • Supervises the Water Departmental Safety & Security staff and oversees the Tucson Water
    Department's 5 Star Safety Program

  • Evaluates and manages employee performance, discusses and identifies personnel issues and facilitates resolutions, and provides leadership and guidance

  • Manages, coordinates and determines priorities of work load, monitors levels of resources, establishes time lines, assigns work, monitors progress, recommends process improvements; writes, reviews and edits reports prepared by staff, and approves completed projects and reports

  • Oversees payroll, leave and attendance recordkeeping to ensure compliance with
    applicable department, state, and federal governmental regulations and requirements


  • Skills / Requirements
    WHAT IT TAKES:
  • Bachelor's Degree in Human Resources Management or directly related field

  • Five years of relevant professional-level experience in human resources management

  • Valid driver's license

  • An equivalent combination of experience and training that provides the desired knowledge skills and abilities will be considered

    PREFERRED QUALIFICATIONS:
  • Five years of supervisory experience

  • Certification as IPMA-HR, PHR, or SPHR

  • Experience at mid or large-size organization assessing internal personnel procedures, writing and interpreting internal policies, and coordinating personnel actions and investigations such as discipline, EEO, sexual harassment, etc.
